Yes,USB devices are backwards compatible with USB 2.0 and USB 1.1 ports. But be aware the they will only work at the speed of the lowest version component, which is called the bottleneck effect. For example, if you use a USB 3.0 cable to connect your USB 3.0 Drive in your USB 2.0 laptop, it will work at USB 2.0 speed.


This same concept is applicable on HDMI and CAT cables as well; older versions will have a slower speed transfer of the data when compared to newer versions.
